In the process of locally running tensorflow text toxicity pre-trained model

I am new to Tensorflow and we are working on making the Tensorflow-Text Toxicity model to work offline without the internet.

The goal is to detect text from paper matching it with its offline data set loaded.
can anybody suggest how we can go about this process?
