Colab GPU already come with it installed i guess.

I could not get tensorflow 2.15.1 to work. When I upgrade to tensorflow 2.16.1, the three error messages are gone. There is new different issue that tf.function retracing is triggered, which is a different issue. Other packages have the versions as:
Cuda toolkit: 12.2
cudnn: 8.9.7.29
