Enable windows build again

Hello,

following a github issue (Please bring back native Windows CUDA support! · Issue #59918 · tensorflow/tensorflow · GitHub).
It’s no longer possible to (self) compile TF>=2.11 with native CUDA on windows.
Can this feature please be enabled again?
